In the run-up to the invasion of Iraq, British Intelligence whistle-blower Katharine Gun leaked a memo about a joint spying between the US and UK, proposing to blackmail smaller member states to vote for the war in Iraq. Journalist Martin Bright published that document in The Observer newspaper and the Security Council was outraged.
